The Theory of the Leisure Class by Thorstein Veblen

I was unaware of Veblen’s ideas until a recent edition of In Our Time on BBC Radio 4 devoted an hour of discussion to his life and work. So stimulating did I find the discussion that I immediately found a copy of The Theory of the Leisure Class and read it. 

Thorstein Veblen’s ideas crystallised in the last quarter of the nineteenth century when the infamous “robber barons” of emergent American capitalism were at the height of their power and ownership. Not only did they form a social class, but these multi-millionaires also created social norms that many desired to emulate. A measure of success in the popular mind became how closely an individual might aspire to emulate their lives of great riches and, at least when viewed from the outside, great leisure. Conspicuous consumption, following their example, became an economic goal and a measure of success. Veblen related this tendency of upper social classes to remnants of “barbarianism”, stemming from “tribal” societies. Everything was related to ownership resulting from conquest and warfare, in which the defeated were enslaved so that the victors could benefit from the fruits of their labour. On page two, Veblen identifies broad occupations and activities in contemporary society that derive from this ancient tendency. “These non-industrial upper-class occupations may be roughly comprised under government, warfare, religious observances and sports.” The label “non-industrial” differentiated these people from the vast majority of the population, who laboured cooperatively for the common good by producing things that increased human capabilities and well-being.

There thus develops in Veblen’s work a theory of economic production and distribution that is derived from psychological traits and has sociological implications. He extends his ideas about non-cooperative barbarism and “predatory” tendencies to illustrate how making oneself useless can become a sign of ultimate power and success. Though the social class that is guilty of this flagrant over-consumption of goods and services is demonstrated as being anti-social, as far as the interests of the industrial classes are concerned, Veblen never alludes to any possible conflict that might arise. This is what differentiates his ideas from those of Marx.

The psychological and behavioural aspects are explored, alongside and their consequences for economic and social class differences. He develops a theory of “manners” that allow members of the upper classes to identify themselves to one another. “There are few things that so touch us with instinctive revulsion as a breach of decorum; and so far have we progressed in the direction of imputing intrinsic utility to the ceremonial observances of etiquette that few of us, if any, can dissociate an offence against etiquette from a sense of the substantial unworthiness of the offender. A breach of faith may be condoned, but a breach of decorum can not. “Manners maketh the man”.” Again, he is not doing any of this in order to poke fun or satirise individuals. He does, however, make it clear that the existence of the upper classes does work against the interests of the industrial classes, who are labouring to make everyone’s life better.

The industrial classes, though privately desiring to emulate their social betters, however, at least try to maintain their own values. “The popular reprobation of waste goes to say that in order to be at peace with himself the common man must be able to see in any and all human effort and human enjoyment an enhancement of life and well-being on the whole … Relative or competitive advantage of one individual or comparison with another does not satisfy the economic conscience and the form of competitive expenditure has not the approval of his conscience.” 

Conspicuous consumption amongst the ownership classes drives them to value political ideas, laws and social practices that allow them to maintain their lifestyle. This inevitably results in political and social conservatism. “This conservatism of the wealthy class is so obvious a feature that it has even become recognised as a mark of respectability.” Privately, the industrial classes still aspire to the conspicuous consumption and leisure of the wealthy and so have a tendency to espouse their conservatism in the hope that one day they might achieve similar status.

All forms of religious establishment, military rank, political and even sporting success are manifestations of this over-consumption to the detriment of the industrial class, throwbacks to the barbarism and predatory nature of a society based on conflict. But here I find a weakness in Veblen’s argument. He does not see capitalist consumerism’s pursuit of individualism as necessarily fostering the creation of the leisure class. Furthermore, he assumes that pre-industrial, pre-scientific, societies are all based upon predation, but offers scant evidence to illustrate this.  

As a fan of “classical” music, I was intrigued by a passage that defined the term. ““Classic” always carries this connotation of wasteful and archaic, whether it is used to denote the dead languages or the obsolete or obsolescent forms of thought and diction in the living language, or to denote other items of scholarly activity or apparatus to which it is applied with aptness.” Capitalism cannot sell “classical” music. Calling it thus, even when the label only applies to about sixty years in the thousand-year history of European-style music is thus clearly a way of marginalising it.

Veblen’s ideas are now in sharp focus because of environmental degradation. The role of “consumption as status” needs to be uppermost in everyone’s mind. The less consumption, the less pressure is placed on the environment. The consequence of lower consumption would probably be the collapse of capitalism and it is this aspect, this consequence of his theories that is sadly rather lacking from Veblen’s work.

The Children's Book by AS Byatt

The Children's Book by AS Byatt is a vast, almost rambling novel about several families and multiple lives. It is the kind of novel where a review must concentrate on the context and setting and leave out any detail, for there is far too much of that to do any of it justice. The detail is so extensive that to include anything in particular would elevate it above its relevance in the overall scenario. In the end it all hangs together beautifully and the contrasting, yet similar lives of its characters serve to illustrate the social mores and concerns of its setting. Multiple characters live through more than twenty years of their lives and descriptions of specific events happen on every page. No review could do justice to any part of this veritable tangle of history and stories. And, more than that, it is the detail of these events and interrelationships that form the very currency of this work. What happens, and to whom is happens is important and should not be revealed.

But the setting and the context are important and, since these are part of a history we all share, then there is no reason not to set them out in some detail. It is the context, both cultural and political, that this shared history inhabits that informs what we understand when we read a novel as complex and profound as this.

We begin in the mid-eighteen-nineties. We are generally among the professional upper middle classes and bi-locate between London and Kent, with much more happening out of the city. But it is the then modern Victoria and Albert Museum where the tale begins with the discovery of a lad called Philip camping out in the already dusty cellars, where the already massive collection of objects that cannot be displayed are in storage. Philip seems to have talent, but then he is a working-class lad from the Potteries, so whatever his abilities he is unlikely to be taken seriously. He has run away from a poor home and the bowels of the museum have become a rough home. Until he is discovered. Luckily, he is embraced by people who would like to help.

Many families inhabit this tale, but crucially it is a woman called Olive who repeatedly takes centre stage. She is a writer and regularly invents stories for her children. Ostensibly, these are the children's stories of the title but, as the book progresses, we realise that the meat of the novel is the real-life stories that the young people in this assemblage of families enact. As ever, reality proves to be far more immediate and unpredictable than imagination, which tends to resort to received worlds that can only exist in an abstract or ideal form or reconstruct the real thing via fantasy. And it is fantasy that is so often used to obscure the raw and often inadmissible truth of real lives.

When Olive writes these stories, her imagined worlds fit the fashions of the time. And in the 1890s there is much of human life that is only ever discussed euphemistically, despite its being lived in the flesh. Consequences are all around but admitting their existence in any explicit way is rarely possible. They exist only in allusion, even when reality pokes its nose into the bubble. This particular late Victorian world is that of a liberal middle class, gently socialist of the Fabian variety, but also imbued with the conservatism of their social class and their upbringing. One really does not want to maltreat the lower classes, but really one does get such little opportunity to demonstrate one's true values. One is conscious, of course, of the obvious difference in standards of dress, with our polite society ever conscious of material, colour, accessory, decoration and ensemble. And, of course, it's never dirty... but one must not judge. One must reform.

But this is also a world where women have become hungry for emancipation. At the start of this shared history that spans over twenty years, there are murmurings of desired independence, imaginings of opportunity, dreams of fulfillment outside the home, the bed and the cradle. The link between the latter two would only be made in the imagination, of course. Except in reality, which only rarely obtrudes into discourse, there are skeletons in cupboards, past excesses that have been denied, encounters that perhaps have been intimated only in the imagination. But these people are not prepared for the emotions they feel, nor the natural drives that overtake them. They succumb, knowing they should not, and then invent fiction and euphemism to explain away the reality that just occasionally arrests them.

A greater reality is about to absorb them all, however. By the end of The Children's Story, there have been suffragettes and suffragists, protest, sabotage, imprisonment and death, all in furtherance of a cause soon to be won. Ironically, it was perhaps World War One, which also grinds to its grim conclusion before the end the novel, that brings so much death to the generation of the children at the start of the book, that guarantees these women will receive their emancipation, if only to fill a labor shortage.

The majority of The Children's Book describes what might be termed a family saga involving multiple families either side of an Anglo-German relationship. The book concerns itself with identity, gender politics and roles, denied sexuality and eventually passionate reality. There are helpings of Fabian socialism, arts and crafts and little touches of class difference. There is always sexual repression married to moments of excess, with its physical consequences, both social and personal. These are characters who really do populate the story, and thus make the story in their own terms. None of these people act out events just so that they can be listed in the book's experience.

But at the same time, these people remain distant. They never really let out their feelings, except when they overstate them. Thus, they are of the era that made them. and we become convinced of their reality, their credibility and their dilemmas.

The Children's Book is perhaps a little difficult to start. It introduces many characters and settings in its early chapters. But we do get to know these people and the process is both gradual and convincing. By the end of the work, beyond the end of World War One, their lives have been transformed, though probably not in any way that their safe attitudes at the start might have imagined. The Children's Book is not a historical novel. It is not a family saga. It is not a love story or a tragedy. It aspires to no genre. Neither, it must be stressed, is it general fiction, whatever that might be. It is a novel that takes its reader into a different time, a different environment and a different set of social values. And a truly great novel, because, by the end, we not only feel we have visited different places, but also we have lived in them.

A Division of the Spoils by Paul Scott

Start with two major religions, Islam and Hinduism. To a history of one ruling the other, add the complication of a determinedly, in part evangelical Christian colonial administration that lords it over both and in recent memory has massacred innocents. Calls for independence are frequent, but the detail of “from what” remains negotiable. There is civil disobedience in a state whose imperial government can only function by virtue of local cooperation. But should independence lead to a unitary state, religiously mixed, or should it divide along ethnic lines in an attempt to avoid conflict of interest?

Then there’s a World War against an invading Japanese army to be coped with. And when a new kind of independence is called for, one that not only politically rejects the colonial masters but also wages war against them, new complications emerge. Those who deserted to fight alongside the enemy risk courts-martial and death sentences for treason, despite their being viewed locally as freedom fighters by those who desire independence at any cost, whilst remaining traitors in the eyes of anyone seeking any form of accommodation with the status quo.

This is India in the 1940s, and as yet there has been no mention yet of the princely states, each with its Nawab or Maharajah at its head, ostensibly independent but land-locked in their geographical and political dependency, surrounded by colonialism that, if anything, has nurtured them. Which way would these august gentlemen lean?

A Division Of The Spoils by Paul Scott is the last novel in his Raj Quartet. It is set against this backdrop of complex social, political, military, even geo-political considerations, all of which interact and thus influence one another. The novel’s story features a group of British colonials, perhaps locked in time, adherents of assumptions that no longer apply, who have to cope not only with all the complications of war and changing India, but also of their own lives, their forcibly limited aspirations and their enforced change of identity.

A Division Of The Spoils is such a vast project that a reader might suspect that the pace might flag somewhere within its six hundred or so pages. The reader would be wrong. By shifting the focus from one character to another, by changing the narrative’s point of view, the book not only enthrals from first to last, it also brings to life the dilemmas that face these people, often tragically, but never without compassion or empathy.

Paul Scott has not written a novel that reaches, or even tries to offer solutions or analyses. The only end products are history, itself, and the deaths of some of the characters, whom, when deceased, we realise we may not have known very well at any time. Perhaps they themselves did not really know who they were, why they were playing the role of the ruler, acting out superiority whenever a suitable minion or perhaps target might be identified. They might have been sure what disgusted them, but they were never sure of their own motives, or their motivations, even when these ran to an overtly paternalistic, perhaps patronising attitude towards the ruled.

Yet, through all the confusion of politics, war and change, people must live their lives. Hopefully, they are the subjects of this change because, if they are its objects, they are in danger. Just ask Ahmed Kasim, who was never very political, or even very Islamic. Ask Susan Layton, then Bingham, then Merrick. Ask those who stay on or those who leave, those who sign away their independence and power, or those who manipulate events to their advantage. And finally, if you ask me, I would conclude that The Division Of The Spoils, and the Raj Quartet as a whole, represent an achievement in writing through the medium of fiction that has certainly never been surpassed. When piles appear, look for this one at the top.

The Towers Of Silence by Paul Scott

The Towers Of Silence, the third of Paul Scott’s Raj Quartet, is very much a novel about women. Set in India in the 1940s, the war impinges on almost every aspect of their lives, but they experience conflict largely second hand via the consequences for their male associates. Their lives are changed because those of their men folk have been affected. But it is the internal conflicts, as these women strive to maintain normality within the abnormal, that provide the book with its real substance, its real battleground.

And these are no mere domestic fronts. There are conflicts of interest, prejudices, especially in the realm of social class and ascribed worth, that shed real blood. Here are just a few of the women involved. Mildred Layton and her two daughters, the long-suffering Sarah and simpler Susan, have John, husband and father, detained as a prisoner of war in Europe. Susan’s new husband, the rather dull and inexperienced Teddy, has been killed in action on the Burma front. She bears his child, tentatively and premature.

There’s Mabel, Mildred’s rather off-beat step-mother-in-law who occupies Rose Cottage, the well appointed residence that really would be put to better use if it housed the rest of the family, allowing them to vacate the less-than-adequate, if not actually demeaning government issue where they currently reside.

And then there’s Barbie Batchelor, Mabel’s housemate of some years. She’s an ex-missionary, a teacher of young children, parlour maid class, of course, now put out to the pasture of retirement, pasture that just happens to be the laws of the favoured and evied Rose Cottage.

From the previous two books in the quartet, the two Manners characters, Daphne, who was abused in the 1942 Mayapore civil unrest, and her aunt, Lady Manners, still figure large in events. The fall-out for the now ex-policeman, Ronald Merrick, still troubles, pursues him, in fact. Daphne died in childbirth, so he believes the case died with her. No-one else seems to think so. Intriguingly the surviving child is also a girl.

But it is Barbie who emerges a the book’s focus. Her friend and colleague, Edwina Crane, opened the sequence of novels. She was also attached in the 1942 riots, and then later she committed suttee, her mind allegedly disturbed by what had happened. It was an act that Barbie could not and still can not understand, provoking her to question whether her life devoted to bringing Indian children to God might just have been mis-spent. Sarah Layton will still talk to her, but Mildred hates her. And so when… 

 But then this is all plot, and the reader wants this to unfold anew from the book, itself. Let it be said that the characters of The Towers Of Silence interact in remarkably complex ways. But what is actually said is only ever a small part of a much bigger story. It was Lawrence Durrell who described the English having a hard and horny outer shell, but soft at centre, exploring the world via sensitive antennae called humour and prejudice. And this description fits the way in which the colonial British in India have become a caricature of a society that no longer exists in the home country.

Change is inevitable, and when it comes it is likely that those left rootless by it will be laid out on a tower of silence, the place where Parsees leave their dead to be picked to bones by raptors, where all the fleshed-out airs and graces of class will fall away. Paul Scott’s novel is sensitive, but analytical enough to have a vicious streak. It is full of rumours and, of course, prejudice, especially in the way that its characters deal with anyone suspected of having lower social status than themselves. And if you are a colonial British in India, that’s just about everyone, despite the lack of obvious future that the way of life might claim.

The Day of The Scorpion by Paul Scott

Just as history can’t be undone, innocence, once lost, can’t be retrieved. If history would allow, I would dearly love to read Paul Scott’s The Day Of The Scorpion without having first read The Jewel In The Crown. Scorpion is very much a continuation of the Crown and I am not convinced that a reader coming cold to the book as a stand-alone work would cope with the multiple references to what came before.

Like the characters in Paul Scott’s novels, I can’t undo history and can only thus reflect on another time through this forensic tale of war-torn colonial India as someone who did the Crown first. The incidents that formed the backbone of The Jewel In The Crown are still to the fore. There are implications and consequences. But time and people have moved on. Not all have survived.

There is a child called Parvati who figures large in the tale but hardly ever appears. Ronald Merrick, however, the policeman from Mayapore who was only seen from afar and through others’ eyes in The Jewel In The Crown is now very much at the centre of things. His character, that of a self-made man, grammar school educated, middle, not upper class, provides the perfect contrast to the stiff upper lip fossilized Britishness of the military types.

Merrick is no less British, no less confident in his prejudices. In fact he is arguably more aggressive in his need to assert a removed superiority, but his need is personal and antagonistic, containing neither the patronising nor the paternalistic tendencies of those born to rule. Racially he assumes superiority, whereas professionally he must earn it, because, unlike the upper classes, he was not born to it.

The Laytons are such an upper class colonial family. Daddy is a prisoner of war in Europe. Mildred is at home in India – if home it can be – silently stewing at the indignity of not being able to live in the larger house her status deserves. She has taken to the bottle. Susan, the younger daughter, is about to be married to a suitably stationed officer and, despite war, civil unrest, threats of political change in Britain and now fragile colonialism, expects a fairytale family future plucked straight from the pages of some glossy magazine. Sarah, her sister, is more down to earth, is perhaps both more phlegmatic and sceptical, certainly more conscious of her responsibilities and role and the fragility of life.

Both sisters remember a childhood experience when a gardener made a ring of fire and dropped a live scorpion into its midst. Thus surrounded by threat, it did for itself, or at least that’s how it looked. How would people react if conflagration surrounded them? They would have to get on with their lives, of course. But for some, the process might prove tougher than for others. And what if you are a local ruler, a Nawab, for instance, a British puppet popping around a little kingdom claiming it’s a law unto itself? What to do if your chief minister has been imprisoned by your masters without trial, along with all others who share his opposition to the people who keep you in power? Where then should your loyalties lie?

Though The Day Of The Scorpion is primarily a novel about women, it’s the military side of the book that provides everyone involved with the ring of challenges they must face. With politicians in jail and Mr Ghandi’s advocacy of non-violence, how does anyone relate to those Indians who have joined the Indian National Army to fight alongside the Japanese? If your mindset has been tutored on notions of paternalism and the white man’s burden, how is possible that such people can exist? How can they reject what you have offered? But exist they do and their ammunition is live. And it’s not only the British who cannot cope with such concepts.

The Day Of The Scorpion has many more themes than these. It is an episodic novel of quite remarkable complexity. The characters are beautifully drawn, rounded individuals, each presented with personal, social and political dilemmas. Not least among them is Hari Kumar, still imprisoned, whose loyalty is repeatedly tested, and whose resolve to protect remains unbreakable. Paul Scott’s novel recreates a complete world, a complete history via the experiences of individuals who, given the chance, are more than willing to explain their positions and dilemmas at length. But it is the detail of their stories that describes the pressures that now surround them. You cannot skip a word.

The Jewel In The Crown by Paul Scott

Paul Scott’s The Jewel In The Crown is the first of his tetralogy of novels on British India. These really were the last days of the Raj. And the jewel in Empress Victoria’s crown was India, itself. Without it Britain may have remained a colonial power rather than an imperial one. Status was all. But Paul Scott’s book is no jingoistic celebration of empire. On the contrary it lays bare the pretensions, the racism and above all the class divisions that characterise the society that Britain exported to its colony. And, in the final analysis, while India embarked upon an unsatisfactory, divided independence, the British – certainly those directly involved, but perhaps the rest of us as well – remained trapped within their cocoon of often inappropriate and certainly blind presumptions. While India might challenge caste via development and prosperity, the British remain trapped in the class divisions that their own early economic success created.

Central to the story embedded in The Jewel In The Crown is the relationship between Daphne Manners and Hari Kumar. In 1942 Daphne is already a victim of war. She has lost all her family and has been driving an ambulance in the blitz. Her uncle, now deceased, happened to be a high ranking official in the British Raj so, by way of respite, she travels to her aunt in India to pick up the pieces of her life. She soon moves on to Mayapore where she does nursing in the hospital and also volunteers at the Sanctuary, a hospice for those found dying on the street. Hari Kumar is the lynchpin in the tale’s structure.

An only child, he was raised in Britain from the age of two and was about to finish school – Chillingborough no less, a prestigious public school – when his bankrupt father committed suicide. His mother had died in childbirth, so he was left both alone and penniless in England, the place he called home. An aunt in India was his only hope. So he is also in Mayapore trying to find a way of making some sort of living. He speaks no “Indian”, has an accent that to all but the English upper classes sounds like a put-down, has black skin over white identity, and so is accepted by no-one. Except the rather idealistic – perhaps naive – Daphne Manners, that is. And by the way, if you are not English, you need to know that in Britain a public school refers to a wholly private, privileged institution. Have we changed at all? Daphne and Hari become friends. But where can they meet? Clubs, restaurants and even workplaces enforce racial segregation. Even Lady Chatterjee, widow of Sir Nello, knighted by the English king, and with whom Daphne lodges, cannot get into such places, so Hari has no chance. But if Daphne goes local, she incurs the wrath and ridicule of her class and race-conscious compatriots who see their own status threatened if questioned.

Add to that the complication of timing, since the couple’s romance coincides with the 1942 Quit India campaign and the arrest and imprisonment without trial of Congress leaders and then protest riots. The real strength of The Jewel In The Crown, however, is Paul Scott’s insistence that we should see events from different perspectives. Not only do we hear Hari’s and Daphne’s account, but we also have the voice of the military, that of the civil administration and that of an Indian activist.

But it is always from outside, sometimes from afar, that we are presented with the attitudes and actions of the policeman, Ronald Merrick. It is his actions that are crucial to the book’s success. He is no upper class military type, no public schoolboy. He is an ambitious, self-made man with competence and a desire for achievement as his badge. He potenjtially is meritocracy personified. And so through the lives and actions of these characters, against a backdrop of war and colonial turmoil, Paul Scott creates a rich tapestry of comment on social class, ethnicity and politics.

It is a truly remarkable book and its observations, despite the unfamiliarity of the language to contemporary readers, are still relevant in today’s Britain, but are perhaps no more than an historical relic in today’ s India.

An evaluation framework - Economic Policy and Human Rights by Radhika Balakrishnan and Diane Elson

Economic Policy and Human Rights by Radhika Balakrishnan and Diane Elson apparently declares an intention to compare and contrast fiscal and monetary policy, public expenditure consequences, taxation, trade policy and pension reform in Mexico and the United States of America. The choice of countries is justified on several levels: they are of comparable size, differ in level of development, contrast in governmental approaches and, crucially, are both signatories of NAFTA, the North American Free Trade Agreement which, itself, suggests a commonality in certain policy areas. At the outset, the authors declare that the neoliberal economic assumptions that have dominated policy choice for thirty years have not worked, ostensibly because their main result has been the current crisis. The authors thus attempt to illustrate this claim by examining a range of social, employment and economic indicators to assess the impact of the current paradigm on particular groups within both Mexico and the United States.

But Balakrishnan and Elson also declare the intention of doing much more than this, in claiming that the framework they adopt could become transferable to other places and contexts. Their choice of framework appears to achieve exactly what they intend, and it does so quite spectacularly. And it is a position that could have benefited my own work a couple of decades ago, if only it had then existed. My own research on education’s role in Philippine development found that increased use of market forces and privatisation in an education system already heavily reliant on the private sector produced distortions that undermined some of education’s potential and desired objectives.

After the debt decade of the 1980s, increased reliance on market forces in Philippine education placed most high quality educational experience beyond the reach of anyone but the economic elite. And yet, declared policy stated that the promotion greater equality was one of the education system’s explicit goals. In the future, work intending to identify such contradiction will benefit from employing the universal reference point of the transferable framework identified in Balakrishnan and Elson’s superb study. The authors begin with a short discussion of the Universal Declaration on Human Rights. Importantly, the rather general goals that this advises have been rendered more specific by subsequent declarations. And, by signing up to these, governments – presumably – declare their desire to see the declared goals achieved, both at home and abroad. Such general aims have thus become more specifically objectified via the Convention on the Elimination of All Forms of Racial Discrimination, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights and the Covenant on the Elimination of All Forms of Discrimination Against Women. Thus policy objectives, if not timetables for their achievement, in the areas of race, gender, employment and several other areas can be specifically identified as having been espoused by governments because they have willingly signed up to these treaties, even though that might have been prompted more by political expediency than commitment.

Using these objectives as a framework for evaluation, the book’s individual papers conduct a near-forensic examination of a range of Mexico’s and the USA’s recent economic and social policies in the specified areas in order to examine whether the agreed objectives have been furthered or hindered. Almost without exception, neoliberal policy conformity is shown to undermine these agreed objectives and often to impact differently from their declared intent on specific and identifiable target groups within the population. This evidence makes a strong case for greater and more active accountability of government action and thus also questions declared commitment to previously agreed – and politically convenient – principles. In more than one area, there is strong evidence to suggest that policies are mere populist window-dressing in that their stated objectives are in line with identified and desired goals whilst their implementation can only undermine their own stated intent. Economic Policy and Human Rights thus provides much more than an examination of particular policy prescription in Mexico and the United States. Indeed it may even present an evaluative framework that could be applied by progressive analysts to any state or region that has adopted the objectives of these quite specific treaties. As such it will surely provide an important and enduring contribution to any debate on social and economic policy.

The Steps Of The Sun by Caroline Harvey, aka Joanna Trollope

I approached The Steps Of The Sun not knowing what to expect. Its author was listed as Joanna Trollope writing as Caroline Harvey. I had previously read nothing in either name. But it struck me that if you wanted a nom de plume, then Non de Plume was not a good choice. I persevered, however, largely because I have also never read a novel set in the Boer War. The Steps Of The Sun presents life amongst a middle-class set whose lives are turned upside down by the conflict. Matthew Paget is a college lad, son of a churchman, and he is seeking something exciting out of life. His passions sometimes take him that step too far. He enlists to fight in South Africa without his family’s backing or even knowledge. Will Marriott, his cousin, is a military type and also thinks that way to boot. He performs his duty when required and is proud to represent his country in battle. Hendon Bashford is the obvious cad. He’s half Boer but considers himself true-blood English. His contribution to the conflict will always be against his own people, which ever side he joins. 

There are women in The Steps Of The Sun. Adelaide is the most interesting. She flirts with pacifism, even meets journalists. But then she assists the war in her own way. Matthew’s sister, Frances, tends to the prissy. And then there’s a Boer girl who is twice excused her fate. First her home is not burned down – at least today – and second, apparently unlike all other Boer women, as we are told, she is not pregnant. There are some interesting aspects to the book. A description of the war’s concentration camps is welcome, as is Adelaide’s conflict of interest. But overall what promised to be an intriguing read tended to gloss over the military, fragment the history and barely visit the country. The Steps Of The Sun was still worth reading, but its high points were quite well buried.

Before The Knife by Carolyn Slaughter

In Before The Knife Carolyn Slaughter describes her childhood, a fraught, anxious prelude to an adulthood that continued to suffer from its heritage. She tells us early on in the book what caused this anguish, and what gave rise to its associated self-pity, self-abuse and anger. She was raped by her father at the age of six. But then the book unfolds almost without another mention of the trauma until its reality is finally recognized, long after the father, the self-tortured mother, and even the younger sister have gone to their graves.

Carolyn Slaughter’s life, though not fully acknowledged in the book, could only have been lived in a narrow window of history. The British Empire, always eager to install a white face in a position of colonial authority where people of race might not be trusted, elevated many lower middle class Ć©migrĆ©s to effective aristocracy. It meant that they could only feel at home, that is, only attain the status they assumed, if they lived outside of the Sceptred Isle.

Carolyn’s mother had been born and brought up in India. She had grown used to a life with servants, where sewing, cooking and cleaning could be delegated to the competent. This created time for the important things in life, like deciding what to wear for dinner, what would go with what, and whether the lunch invitees would gel. Not that there were many expatriates to invite in the Kalahari Desert.

Carolyn Slaughter seems to have lived an itinerant’s life. More significantly she seems to have adopted an itinerant relationship with life. It happened as a result of denial, as a result of not accepting or acknowledging what happened to her. The father, a shop worker back home, was a District Commissioner in the Empire when his white face provided his main qualification. His wife, Carolyn’s mother, unable to accept what the daughter had told her or, indeed what evidence proved, slumped into a private depression that never left her. The author’s African childhood was almost wholly unhappy, even depressing. Her tantrums angered others, her self-abuse threatened her own life, and yet the father who was the source of the tragedy soldiered on, apparently stoically, delivering whatever duty the assumptions of Empire might demand. 

There were times when I lost touch with the sense of depression and foreboding, periods in the book when I knew things were lighter and brighter than the reminiscences suggested. Occasionally, the weight being borne got too much. But then I had a happy childhood, without abuse, indeed with love, affection, and support throughout, so who am I to criticize this insight into a world I never knew?

So, towards the end of the account, when the horror of the abuse can be re-lived in later life and thus partially expunged, we can sense the destructive havoc it has wreaked through the family’s life. It’s a rather one-paced account, but the seriousness of its focus justifies its form.

A Walk Up Fifth Avenue by Bernard Levin

Bernard Levin begins A Walk Up Fifth Avenue with three quotations from descriptions of New York City. These date from 1916, 1929 and 1949 and were written by Jane Kilmer, Theodore Dreiser and E. B. White respectively. Bernard Levin uses these vignettes to establish the reality, or perhaps unreality of a changing city, a superficially permanent edifice which really is in constant flux and is never more than a transient manifestation made concrete of the people, interests and activities it houses.

Bernard Levin’s 1989 book now becomes, itself, another such historical exhibit, since the twenty years that have elapsed since the publication of A Walk Up Fifth Avenue has seen major changes to New York’s skyline, economy and population. In 1989 Bernard Levin made scant reference to Arabs or Afghans, and hardly mentions Islam when referring to the city’s religious identity. In 1989, Russians, generally, were still in Russia, not the United States. The twin towers of the World Trade Centre appear in three of the book’s colour plates without remark, and nowhere in the book’s three hundred pages it took to walk the length of Fifth Avenue is there a single mention of the word “terrorism”.

For the targeted British audience of this book, the author, perhaps, symbolised something quintessentially English. An established columnist on The Times, well-known television commentator and latterly presenter of off-beat travel programmes, Bernard Levin was close to being a household name at the time, an instantly recognisable voice amongst the middle classes. But he was, himself, of immigrant stock, a Jew, and, at least originally, very much on the edge of the British establishment, no doubt knocking regularly on the its partially closed doors. Maybe this is why, in A Walk Up Fifth Avenue, he deals so informatively with the concepts of “new” and “old” money in New York. He describes beautifully how shady might be the origins of any kind of money, but the obvious class differences that the distinction engenders is keenly felt and wonderfully depicted in the book. Bernard Levin however, reveals that he is no fan of luxury for luxury’s sake, and clearly has little sympathy for any kind of conspicuous consumption.

He rubs shoulders with the better heeled at a New York party, but gently satirises the ostentation and the bad taste, perhaps being guilty of applying a new-world versus old-world, peculiarly British pomposity to place himself above an old money versus new money snobbery. It makes a fascinating juxtaposition of the author’s opinion and subjects’ assumptions. What makes the passages even more poignant for British readers, of course, is the Bernard Levin’s long association with satire, especially that aimed at the rich and powerful.

Levin is also clearly not a fan of commercialism. The appearance of Ronald McDonald in a Fifth Avenue parade promoted Levin to describe the character, somewhat sardonically, as “a true hero of our time”. It prompts the reader to reflect that Father Christmas, as we know him today, is largely the product of an erstwhile promotional campaign for Coca Cola and his default red and white is not much more than a corporate trademark. And perhaps even the practice of giving presents on a day other than the Three Kings was an American invention, driven more by marketing than generosity. One wonders whether a century from now children will sit on a burger clown’s knee to receive their annual schooling in consumerism.

A Walk Up Fifth Avenue is much more than a travel book. It’s considerably less than a history, and never attempts analysis. It is an informative, slightly random mixture of whatever caught the fancy of an observant, vaguely jaundiced British journalist as he tried to probe the heart of one of the world’s greatest cities. It’s an uneven read, but doubly rewarding, since the book not only takes the reader there, it also now offers evidence of its own justification, because it catalogues change and invites us to reflect on our current, equally tenuous, impermanent status.

A reflection on Saville by David Storey

Saville won the Booker Prize in 1976. In such a vast novel it is inevitable that the pace will occasionally quicken and slacken, but a book like this can be read over weeks, almost dipped into as the passing phases of Colin’s life unfold. David Story was born in Wakefield, and so was I. It could be argued that his most famous and perhaps still most successful work is “This Sporting Life”, a portrait of a Rugby League player who achieves local fame and then notoriety as his life and career blossom and then fall apart. It was filmed in the early 1960s, with Richard Harris playing the starring role. Along with about 28000 others, I was in Wakefield Trinity’s Belle Vue ground soon after midday to make sure that I got a standing place by the railings next to the pitch to see Trinity play Wigan in a cup-tie. I was only ten and needed to be early because, had I been further back amongst the crowd, I would have seen nothing. Wakefield beat Wigan 5-4, with Fred Smith scoring the only try of the game at my end. They went on to win at Wembley that year, beating Huddersfield in the game where Neil Fox used a drop goal strategy not seen before or since.

But before that cup-tie against Wigan, the packed Trinity ground became a film set. We were all unpaid extras as Richard Harris and members of the Trinity second team filmed some actions Sequences for “This Sporting Life”. I show no disrespect for Richard Harris by recalling that the sequence required a whole string of takes, necessitated by the fact that the star kept dropping the ball! I have seen the film several times, but I have not yet managed to spot my short-trousered legs behind the sticks at the Belle Vue end. They are there, somewhere.

I digress at length from my intended review because Colin, the central character of Saville, could easily have been me, or perhaps my older brother. Like Colin we were brought up in a small Yorkshire mining village. Also like Colin we went to a grammar school and experienced similar tensions and contradictions as a result of social class differences. And again like Colin we both became, as a result of that education, something previous generations of our permanent-feeling community had never aspired to, perhaps never knew existed. Unlike Colin, we did not aspire to become writers, except of course for me, who eventually tried to become one! It was the education that changed everything and this aspect of Saville is beautifully portrayed, right down to the visit to the old Kingswell’s shop in Wakefield to buy the ludicrously expensive school uniform, a source of pride for the miner’s family, but also a pointer indicating how lives will inevitably diverge.

Saville also deals with how social mores were changing in the new second half of the twentieth century. Colin’s parents simply could not relate to how his life was developing, perhaps finding hardest to stomach the individuality that he developed and was determined to express. It was a quality you could not pursue when, as poor people, your lives were always inter-dependent. The communal nature of their poverty made this a desire they could not comprehend and occasionally his pursuit of his own ends was seen by them – perhaps quite rightly – as errant selfishness. Of course, we now live in an age where the individual is the norm, the indivisible unit of society and, perhaps, where an idea of community is mere nostalgia.

Above all else David Storey’s Saville evokes a time and a place. It also evokes a language, a dialect that preserves the use of thee, thy, thou and thine and, although occasionally laboured, the book’s specialised vocabulary and syntax create the sound of a Yorkshire twang.

Saville has no vast themes, no overtly historical settings against which the characters enact their lives. Rather it concentrates on a social and economic setting which was quite peculiar to these mining communities in Yorkshire. But this is the book’s real strength. What we have is a social document, as powerful and yet as specific as some of its nineteenth century equivalents. Now, after the closure of the pits, though the villages remain, these communities have disappeared to be replaced by settings that perhaps offer less chance of social mobility or self-respect than in Saville’s time. This provides and irony that my own novel set in these same places might bring into focus. But in Saville’s time, the idea that the pits would close never entered anyone’s head, a fact which makes Colin’s transformation through the book remarkable, credible and yet ultimately sad, since we now see it as effectively driven by necessity, not choice.
